Chinese doctor reveals state-sponsored doping

Chinese Olympians were subjected to a state-sponsored doping regime in the 1980s and 1990s, a retired chief medical supervisor revealed to Australian media on Friday.

Xue Yinxian, the former chief doctor for the Chinese gymnastics team in the 1980s, said steroids and human growth hormones were officially treated as part of "scientific training" as the country emerged as a sporting power.

"It was rampant in the 1980s," she told the Sydney Morning Herald. "One had to accept it."

Xue said athletes often did not know what they were being injected with and medical staff who refused to participate were marginalised.

The newspaper said it was the first time anyone in the system had publicly contradicted Beijing's line that a host of embarrassing doping busts in the 1990s was the result of ambitious individual athletes and coaches.

Beijing has insisted it has cleaned up its act since the 1994 world swimming championships when China performed beyond expectations to win 12 gold medals amid widespread suspicions of doping.

Later that year seven swimmers tested positive for steroids at the Hiroshima Asian Games, which left the squad so decimated that it won only one swimming gold at the 1996 Atlanta Olympics.

The decline was only temporary and by 1998 China was back -- until four more positive tests and the discovery of human growth hormone in a swimmer's luggage at that year's world championships in Perth, Australia.

Cyclists and weightlifters also frequently tested positive for banned substances at international events.

Xue said she fought a losing battle against the systematic use of drugs at the time.

She told the Herald that the country's top sports official told a meeting in October 1978 that performance-enhancing drugs were simply new things that should be utilised, provided they were properly understood.

"He gave the example of how a woman could use tampons to continue training while having her period," she said.

"And so it was with human growth hormones, which he described as a scientific training method. Whoever rejected them would face punishment or criticism."

Ahead of the London Olympics, which start Friday, Chinese state media said all athletes and coaches were required to take an oath before the nation's flag and vow to remain clean.

In the lead-up, many Chinese athletes have been avoiding meat out of fears that domestic pork, beef and lamb could contain substances such as clenbuterol which has been used to raise Chinese livestock and is a banned anabolic agent.

At least 196 competitors under China's National Aquatics Centre, which governs swimming, diving and other water sports, have been off meat for weeks ahead of the Games, the Yangtze Evening News reported.

The Manufactured Housing Association for Regulatory Reform (MHARR), in its continuing attempts for the Department of Housing and Urban Development (HUD) to fully and properly implement the Manufactured Housing Improvement Act of 2000 which especially impacts the industry?s smaller businesses, sent a letter July 19, 2012 to HUD Assistant Secretary for Housing-Federal Housing Commissioner Carol Galante suggesting: The Secretary reject the pending ?conditional? federal sprinkler standard; subject expanded in-plant regulation to Manufactured Housing Consensus Committee (MHCC) review and rule making; HUD should reduce funding for the program monitoring contract and allocate resources to the State Administrative Agencies (SAAs); and HUD should finalize action on an ?On Site Completion? rule. As she presided over the regular luncheon meetings of the Monterey Bay Colony of Mayflower Descendants, Mary Jane Crawford Holmes represented a lineage stretching proudly back to the original Pilgrims.

She never could have imagined that her family's landing on Plymouth Rock would extend almost four centuries later to a grandson accused of mass murder at a Batman movie.

That sort of violence couldn't be more foreign to the genteel gatherings in the Beach House at the Monterey Peninsula Country Cub on idyllic Pebble Beach in California. And Holmes was not just a member of the chapter. She was the governor. Her duties included conducting an annual reading of the Mayflower Compact, marking the day in 1620 that the Pilgrims pledged "to enact, constitute, and frame, such just and equal laws, ordinances, acts, constitutions, and offices, from time to time, as shall be thought most meet and convenient for the general good of the colony; unto which we promise all due submission and obedience."

By all accounts, the Stanford-educated Holmes had always lived up to the principles of the predecessors in whom she is said to have taken an increasing interest after retiring from a long career as a librarian. She had determined that she was a kind of American aristocrat, genealogically speaking. She was descended not only from the Pilgrims, but also from a member of the Ancient and Honorable Artillery Company of Boston, the first American militia. This was the type of outfit that the Second Amendment of the Constitution refers to as "a well-regulated militia, being necessary to the security of a free state."

As would be recorded in their obituaries by the Monterey County Herald, her husband, Robert Holmes, had been a career officer in the standing army that was subsequently established to keep the country secure. He fought in the Pacific during World War II and stayed on, serving as a lieutenant colonel in charge of a Nike antiaircraft battery in San Francisco at the time of the Cuban missile crisis. He retired in 1963 and began a second career as a teacher at the private York School in Monterey, where his wife served as a librarian. Both their sons graduated from York: the older James in 1967; Robert Jr. in 1969.

The younger Robert went on to earn a bachelor's degree in mathematics at Stanford, a master's in biostatistics at UCLA, and a doctorate in statistics at the University of California at Berkeley in 1981. His doctoral thesis was titled "Contributions to the Theory of Parametric Estimation in Randomly Censored Data." He subsequently authored studies for the Navy and the Marine Corps on how to forecast personnel changes using something called "tree classifications," the trees in question being statistical. Eventually, reports say, he signed on as a low-six-figure-a-year senior scientist with FICO, which produces management systems, fraud protection, and credit scores. He married Arlene Holmes, a nurse.


On Dec. 13, 1987, James Holmes was born, apparently named after his uncle, in the way of those genealogically inclined. The latest in the line was 3 when his grandfather, the elder Robert, died. James's grandmother continued on as governor of the Monterey Bay Colony of Mayflower Descendants, which from all accounts now included a grandson as brilliant as his father and seemingly as law-abiding as the signers of the Mayflower Compact could have hoped.

When Mary Jane died in September 2010, young James had just received an honors degree in neuroscience. He had trouble finding a job, but soon began following his father on the path to a doctorate. He continued to seem as well behaved as his lineage would have told his grandmother to expect.

Accordingly, James had no more difficulty than the most upstanding Pilgrim would in passing the background checks that were all he needed besides money to acquire an assault rifle, a shotgun, and two automatic pistols beginning last May.

His forebear in the Ancient and Honorable Artillery Company of Boston may well have been shocked to see how the constitutional talk of a well-regulated militia had been twisted into keeping gun laws so lax as to threaten the security of a free state. The forebear surely would have been horrified that the alleged perpetrator of the resulting slaughter was of his own blood. His grandmother, at least, was spared ever knowing where her distinguished lineage would lead.

On Monday, Mary Jane Crawford Holmes's grandson will appear in a Colorado court, charged with the murder of 12 innocents and wounding another 58. Those crimes violate everything enshrined in that Mayflower pact of his predecessors, everything the original truly well-regulated militia fought to defend.

Club Med and the Sun Belt: Lessons from adjustment within a monetary union

The experiences of a few US states in weathering the ongoing economic turmoil could provide some insight into the Eurozone?s struggles. In particular, Florida, Arizona, and Nevada along the US Sun Belt saw a big housing bubble and subsequent bust, much like Greece, Ireland, and Spain along Europe?s periphery, a group we call ?Club Med?. Both groups, each part of a monetary union, continue to suffer severely from the after effects of the crisis, but the Sun Belt states have recovered earlier and have not faced the trauma of a sovereign debt crisis. Some initial comparisons can be made about the experience of the two groups that could ultimately help shape the Eurozone?s long-term adjustments.

The fact that the United States comes closer to being an optimal currency area than the Eurozone has been widely discussed among economists (see Table 1). But how did the differences between them affect the pace of adjustment in Club Med and the Sun Belt?

Club Med and the Sun Belt experienced trends that diverged remarkably from the Eurozone and the United States, respectively, in the pre-crisis years. Between 2000 and 2007, average annual GDP growth rates in the Sun Belt states of Florida, Arizona, and Nevada were 1.3 to 2.4 percentage points above the US average, and their recessions were steeper (in 2009 their respective GDPs declined between 2.6 and 3.4 percentage points more than the US average). But they have since returned to growth, though their GDPs remain between 6.9% and 9.1% below their 2007 peak, even as US GDP has recovered its pre-crisis level.

Club Med countries experienced an even-sharper boom compared to the rest of the Eurozone. GDP growth in Greece, Ireland, and Spain over 2000-2007 was between 1.4 and 3.4 percentage points higher than the Eurozone average. However, the fall was also steeper, and there has been no sustained recovery. In 2011, Greece?s real GDP was 13.2% below its pre-recession peak, Ireland?s was down 9.5%, and Spain?s was down a more modest 3.1% but is declining rapidly.

The rise in Sun Belt unemployment was less than half the increase in the Club Med, despite the fact that the decline in GDP from its peak level in both groups is of similar magnitude. Moreover, while unemployment in the three US states has declined by 1.2 to 2.8 percentage points since the worst days of the crisis, unemployment in Club Med is still on an upward trend (see Figure 1).

In both groups, the bursting of the housing bubble was associated with an abrupt interruption in the growth of the labour force, presumably mainly the result of a cessation of the big net migration of the pre-crisis years (see Table 2). In Ireland, the collapse in the labour force is especially notable. The much-larger rise in unemployment in Club Med is largely the reflection of a far-larger decline in employment than that seen in the Sun Belt. The very large drop in Club Med employment rates may reflect widely held expectations on the part of employers that the crisis will be long-lived.

A possible reason for the quicker recovery of Florida, Arizona, and Nevada is the rapid adjustment of those states? housing prices compared to Greece, Ireland, and Spain (see Chart 2 for a case in point). Declining housing prices can be expected to accelerate the recovery (or at least the stabilisation) of construction activity and force loss recognition and more rapid restructuring of bank balance sheets.

The pre-crisis increase in home prices was broadly comparable in the Sun Belt and Club Med. Between 2000 and 2006, home prices more than doubled in the Sun Belt (120% in Florida, 106% in Arizona, and 108% in Nevada) while they increased by 76% in Greece, 86% in Ireland, and 121% in Spain.

However, the downward adjustment in prices after the crisis was much faster in the Sun Belt. Between 2007 and 2011, housing prices fell by 43% in Florida and Arizona, and 53.5% in Nevada. In contrast, home prices in Greece, Ireland, and Spain fell by 12%, 33%, and 15% over the same period.1 ?Concern that banks in Club Med carried large, unrecognised real estate losses deterred lending to them, accentuating the credit crunch.2

In Florida, Arizona, and Nevada, automatic fiscal stabilisers ? lower tax liabilities to the federal government and increased receipts of transfers, including unemployment insurance, food stamps, Medicaid payments, and welfare ? played a critical role in cushioning the shock. Although a detailed accounting of the Sun Belt ? federal government transfers over the course of the crisis ? lies beyond the scope here, the effect of these automatic stabilisers is typically to offset as much as 40 cents of every $1 decline in state GDP (Feldstein 2011). This amounts to a large fiscal stimulus over and above that imparted through the American Recovery and Reinvestment Act of 2009, which amounted to 2.8% of US GDP over the course of 2009 and 2010 and which benefited the hardest-hit states disproportionately.

While the net fiscal transfer from the federal government to Florida, Arizona, and Nevada during the worst of the recession may have amounted to 5% or more of their GDP, and remains substantial today as the states? GDPs remain well below pre-crisis levels, nothing of comparable magnitude exists within the Eurozone. The widely advertised headline numbers of the support given or planned to stem the crisis in Europe are impressive. However, most of these measures ? such as the Long-term refinancing operation (LTRO), government bond purchases by the ECB, and Target 2 loans ? have their less-heralded parallel in Federal Reserve liquidity support to banks, quantitative easing, and the automatic working of the US monetary union. Moreover, intergovernmental transfers such as through the EFSF/ESM take the form of laboriously negotiated loans to the troubled Eurozone countries, adding to their debt, and are not automatic.

But the most striking difference between Club Med and the Sun Belt is the avoidance of serious crisis in the latter?s government finances. The Florida, Arizona, and Nevada governments represent a small part of state GDP and broadly abide by a self-imposed balanced budget rule; consequently, their deficits and debts represent a small part of their GDP (see Table 3). As the crisis evolved, Club Med saw its credit ratings collapse and its spreads soar. Florida, Arizona, and Nevada?s governments were placed under considerable strain, meanwhile, but their debt problems have not snowballed into state-wide crises, and their credit ratings remain solid. Unlike Club Med, which was forced to cut its deficits while in recession, the Sun Belt governments were able to rely on countercyclical spending, supported directly or indirectly by the federal government.

The credit crisis in Club Med has been greatly augmented by the linking of sovereign risk and banking risk, which is partly the result of large holdings by banks of bonds issued by their national authorities. Unlike Club Med, the Sun Belt did not have to bear the cost of restructuring their banks, and relied instead on the FDIC and other federal vehicles.

The severity and persistence of crisis in Greece, Ireland, and Spain as compared to Florida, Arizona, and Nevada following a similar asymmetric shock appears to owe relatively little to the inflexibility of the Club Med labour markets and more to the vulnerability of their government finances, the absence of countercyclical transfers, the link between sovereign risk and banking risk, and the slow pace of adjustment in their housing markets. Still, the realisation that the effect of the crisis on the Sun Belt continues to be so severe five years after their housing bubbles burst, despite the support given to them by the Federal government, is sobering, and begs the question as to how far the US is from an optimal currency area.

A more complete treatment would examine the divergence of competitiveness between Club Med and the Sun Belt and their respective monetary union partners. The relatively new Eurozone arrangement has seen the opening of a very large gap in costs between Germany and the European periphery ? as much as a 25% difference ? while nothing of comparable magnitude appears to have occurred within the United States. For example, between 2003 and 2011, the mean hourly wage in Florida, Arizona, and Nevada remained about 10% less than the US average and consumer prices diverged little as well. On this account, one can speculate that the adjustment of Club Med would be more protracted and painful than that of the Sun Belt even had they been able to rely on a more supportive federal system.

The relevance of this comparison for crisis fighting in the Eurozone today is limited because the differences highlighted are structural and institutional, which change slowly and whose reform is politically fraught. Power surge may be ending for Wisconsin Energy stock

Wisconsin Energy Corp. stock has been surging to record highs in recent weeks as investors have flocked to so-called defensive stocks, but the go-go run may be ending.

A story Monday in The Wall Street Journal included the Milwaukee-based parent company of We Energies (NYSE: WEC) in a story on the popularity of stocks from stable companies that pay healthy dividends. The story said investors have flocked to such stocks as relief from market uncertainty but now that prices have ascended, experts are raising ?questions about whether they have run too far."

?Wisconsin Energy pays a dividend yield of almost 3 percent, twice as much yield as a 10-year Treasury,? the Journal said.

Wisconsin Energy shares rose 15 percent in the past three months, the Journal noted. The stock hit a high of $41.29 on July 19, which was up $5.81 from its closing price three months earlier. Wisconsin Energy closed at $41.01 on July 20.

On Monday after The Wall Street Journal report appeared, Wisconsin Energy started declining and was down 20 cents, at $40.96, in morning trading.

Prepping For 2013 IPO, Mobile Ad Player Jumptap Names Ex-Yahoo Exec COO; iAd/Admob Backer Joins Board

jumptap-logoIndependent mobile ad network Jumptap is filling out its team with two more key executives as it continues to prepare for an IPO in 2013 -- and look for more M&A activity as it gets there. The company has named Frank?Weishaupt, a former VP of advertising marketplaces at Yahoo, to the newly-created role of COO. And joining the board is John Hadl -- a partner at U.S. Venture partners as well as a longtime mobile player who had been an advisor to Admob (bought by Google) and Quattro Wireless (bought by Apple), as well as Jumptap rival Millennial Media (now public). The appointments come in the same month that Jumptap announced $27.5 million in additional funding from Keating Capital, WPP, General Catalyst and others, bringing the total invested to $121.5 million.

Dog park committee to request funding from Bermuda Run ...

BERMUDA RUN, N.C. -- A committee responsible for overseeing the fundraising and construction of a dog park at Tanglewood Park in Clemmons will ask the town of Bermuda Run for $5,000.?

The Dog Park at Tanglewood Committee, organized by the?Forsyth Humane Society, is making the request before the town's council on Tuesday night.?

The humane society has an agreement with Forsyth County allowing it to oversee the funding and construction of the dog park.? Upon completion of the park, management responsibilities will be turned over to the county.?

In June, the park's committee reported they were in need of $25,000 more than the $150,000 that had already been raised.? Since then, the group has raised an additional $6,000 -- making then $19,000 away from their goal.

Putting the health alarm on excessive working hours - The VECCI Blog

A recent Australian study into women?s health has found that middle aged women who regularly work long hours were more likely to put on weight, increasing their overall risk for developing heart disease, Type II diabetes and other serious lifestyle related health problems.

The research, led by Nicole Au from the Centre for Health and Economics at Monash University, analysed more than 9,000 women aged 45-50 over a two year period. The results, published in the International Journal of Obesity, showed that 55 per cent of the women who worked long and excessive hours put on weight, with the average woman gaining 1.5 per cent of initial body mass.

Among employed women, working regular (35 to 40), long (41 to 48) or very long (49+) hours was associated with increasingly higher levels of weight gain compared with working part-time hours.

Some women were reported to have put on ?extreme? amounts of weight during the two years and in addition, women burning the midnight oil were more likely to smoke and drink alcohol.

American researchers have previously found similar results for men, with overtime associated with poorer perceived general health, increased injury rates, more illnesses, or increased mortality.

Nicole Au attributed the results to women working overtime having less time to look after their own health and fitness levels. ?This study highlights the increasing number of women entering the workforce and the effects on their ability to maintain a healthy weight. Longer work hours may reduce the time spent preparing home cooked meals, exercising and sleeping which are all risk factors for obesity,? she said.

The study shows that for too many Australian women, the work-life balance scales have tipped too far into the red zone. People may be working harder and longer, but not necessarily smarter. It is no longer acceptable to ?know what needs to be done,? whilst doing nothing about it.

Type II diabetes is Australia?s fastest growing chronic disease, while every 11 minutes one Australian dies from heart disease. As we know, these diseases are preventable through healthy lifestyle changes. While occasional overtime shifts are obviously necessary, working overtime continuously is not healthy or smart. As a nation, we need to nurture workplace culture toward making health and wellbeing a significant priority within every industry.??

Australians spend one third of our lives at work, and according to the World Health Organisation, this is the hot spot for targeting health promotion and disease prevention. The free WorkHealth check program within Victoria has been pivotal toward achieving a greater focus on health within the workplace for the benefit of workers, employers and the wider community.

Following on from the free health checks, the WorkHealth grants program offers funding to help implement health and wellbeing programs within the workplace, with the long term proviso of developing a health and wellbeing policy for the organisation. Short Arctic night a challenge for fasting Muslims

(AP) ? How do you observe dawn-to-dusk fasting when there is neither dawn nor dusk?

It's a question facing a small but growing number of Muslims celebrating the holy month of Ramadan on the northern tip of Europe, where the the sun barely dips below the horizon at this time of year.

In Rovaniemi, a northern Finland town that straddles the Arctic Circle at 66 degrees north, the sun rises around 3:20 a.m. and sets about 11:20pm. That means Muslims who observe Ramadan could be required to go without food or drink for 20 hours.

In a few years, Ramadan will begin even closer to the summer solstice in late June, when the sun doesn't set at all.

"We have to use common sense," said Mahmoud Said, 27, who came to Finnish Lapland from Kenya three years ago.

To Said, that means following the fasting hours of the nearest Muslim country: Turkey.

"It involves 14 or 15 hours of fasting which is okay, it's not bad," said Said, who works for a non-governmental organization helping immigrants settle in the area. He estimates there are a little over 100 Muslims in Rovaniemi, mainly from Iraq, Somalia and Afghanistan.

There is no unanimity on how to deal with the issue, which is becoming more pressing as more Muslim immigrants find their way to sparsely inhabited areas near the Arctic.

In Alaska, the Islamic Community Center of Anchorage, "after consultation with scholars," advises Muslims to follow the fasting hours of Mecca, Islam's holiest city.

The Dublin-based European Council for Fatwa and Research, however, said Muslims need to follow the local sunrise and sunset, even up north.

"The debate on how to do this in the north has been on going on for a few years," said Omar Mustafa, the chairman of the Islamic Association of Sweden. "We fast according to the sun. As long as it is possible to tell dusk from dawn. This applies to 90 percent of Sweden's Muslims."

The few Muslims who live so far north that they are awash in 24-hour daylight should follow the daylight hours the closest city in Sweden where you can tell dawn from dusk, he said, noting that it's permitted to break the fast for health reasons.

Kaltouma Abakar and her extended family of nine relatives came to Finland from Sudan's Darfur region four years ago. She opts to observe the local Lapland sunrise and sunset times before breaking the fast in her downtown Rovaniemi apartment.

Kaltouma explains that she gets up early and works until the afternoon, then starts cooking the family's iftar meal around 5 p.m.

"The time of Ramadan fasting is very long, and breaking the fast can be around 11:30 in the evening. The time you're supposed to eat your breakfast is 2 o'clock in the morning," the 31-year old said.

In the kitchen, Kaltouma's two daughters ? aged 11 and 6 ? help prepare the food. They fry chicken and pastries filled with tuna in scalding hot oil. A pot of rice simmers on the stove while one girl kneads cornmeal dough which they'll dip into a chicken broth and eat with their fingers ? traditional Sudanese style ? a few hours later.

Apart from the late sunset times, Kaltouma said the lack of "Muslim food" locally in Rovaniemi can be a challenge. She sometimes has to wait several days for halal meat and other traditional ingredients to come from the larger cities of Oulu, or Helsinki in the south.

Even though, technically, there is nightfall in Rovaniemi at this time of year, there is no true darkness. Instead, there'sdn a grey gloaming with occasional dappled rays of sun reaching over the northern horizon, giving the city a mystical quality even in the supposed dead of night.

The dates of Ramadan change according to the lunar calendar, moving back 11 days each year. That means that by 2015 there will be no sunset for a month when Ramadan falls closer to midsummer.

Still, Kaltouma says "there is going to be at least 10 minutes for us to break the fast."

She said there is one positive aspect of observing long fasting hours in the Arctic during Ramadan: the cool temperatures.

"Unlike Africa, here in Finland you don't get thirsty often. No matter how long you fast, you don't get the urge for water."

Tom Cruise Attorney Goes Off on Tabloid Abandonment Claim


Tom Cruise has finally had it with all the talk, chatter and innuendo.

A day after the actor spent quality time with daughter Suri in New York City, the star - through attorney Bert Fields - went off on Life & Style today for its latest cover story, which alleges Cruise has "abandoned" his child and left her "in tears."

In regard to the assertion, Fields has sent an email that reads:

"That, as anyone knows who saw their photos together yesterday and today, is a disgusting, vicious lie. Until this week, Tom was shooting a film on location, but he spoke to Suri every day.

"He's with Suri right now; and he was with her the day before Life & Style trumpeted their cruelly false accusation. Tom dearly loves Suri and the last thing he would ever do is abandoned her."

In a People magazine article, meanwhile, a source says Cruise quickly finalized his divorce and has based all his subsequent decisions on the well-being os his six-year old daughter.

Judge forces Apple to advertise that Samsung did not copy iPad design

A judge in the UK is forcing?Apple?to publicly acknowledge that Samsung?did not copy the?iPad?design, according to Bloomberg.

Apple has been ordered to post a notice on its website ?homepage and in several British newspapers and magazines highlighting a recent court ruling that Samsung didn?t copy the iPad,?to correct the damaging impression the South Korea-based company was copying Apple?s product, said Judge Colin Birss.

Apple must leave that notice up on its website for the next six months.

The order means Apple will have to publish ?an advertisement? for Samsung, Richard Hacon, a lawyer for Apple, told the court. ?No company likes to refer to a rival on its website.?

Samsung had also requested that Apple be barred from making public statements claiming that the Galaxy Tab had infringed upon the iPad design, but Birss ruled that Apple is within its rights to make such claims in line with the company?s belief that the ruling is incorrect.

In the ruling earlier this month Birss ruled that the?that the two tablets could not be confused because the Samsung Galaxy Tab was not as ?cool? as the iPad. He has granted the company permission to take its case to the court of appeal.

Apple is fighting copyright infringement cases in a number of markets against some of its competitors, including against Samsung in the United States and ?against Samsung and Motorola in Germany.

Israel softens response to bus bombing, with eye to Iran talks

With negotiations between Iran and the West over its nuclear program fragile, Prime Minister Netanyahu is treading carefully to avoid knocking them off track.

After a pointing a finger at Iran and promising a harsh retaliation for a terrorist attack in Bulgaria that killed five Israeli tourists yesterday, Prime Minister Benjamin Netanyahu today revised his accusation and toned down his threats for revenge.

Speaking to reporters, Mr. Netanyahu said it was Hezbollah, acting as the "long arm" of Iran, which actually carried out the attack. And instead of a vague threat of a "strong retaliation," Mr. Netanyahu spoke of a protracted manhunt to exact revenge on those responsible.

The more muted response suggests that, rather than opting for a harsh and swift retaliatory strikes as it has in the past, Israel will keep a low profile and seek revenge in covert hits over time to avoid destabilizing an already chaotic region in the present.

That?s because a knee-jerk response would undermine Israel?s larger goals: weakening the Iranian regime and preventing it from getting nuclear weapons.

For months Israel has been warning that it will attack Iran if it believes that Tehran is about complete a nuclear weapon. Today Netanyahu used the Bulgaria attack to disparage Iran as a pariah which would endanger the world if allowed to obtain nuclear weapons.

Shlomo Brom, a fellow at the Tel Aviv University think tank Institute for National Security Studies, says an overt act of revenge would risk triggering a regional war, something that Israel wants to avoid right now.?For now, Israel is deferring to US efforts to apply economic pressure through sanctions and negotiations with Iran. An attack would undermine the US.

"There is one issue they are obsessed with and that is the Iranian nuclear program," he says. "Attacking Iran and attacking Hezbollah involves a major escalation, and the question is whether Israel wants a major escalation. I suspected that Israel doesn?t want a major escalation."

To be sure, Israel as a track record of ordering swift and harsh revenge strikes, which sometimes escalate in to prolonged confrontations.

A year ago, Israel immediately launched strikes on the Gaza Strip after a deadly cross-border ambush from Egypt that Israel blamed on Palestinians. Israel's response to Hezbollah's 2006 kidnapping of Israeli soldiers on the Israel-Lebanon border kicked off a several-week war with the militant group. And Israel?s 1982 invasion of Lebanon followed an assassination attempt on its London ambassador by a Palestinian Liberation Organization operative.

NEW YORK (Reuters) - Oil prices rose on Wednesday, hitting a seven-week peak as violence in Syria and tensions with Iran reinforced geopolitical fears and U.S. Federal Reserve Chairman Ben Bernanke downplayed the risk of a double-dip recession.

Crude futures posted their sixth straight gain with lift from U.S. gasoline futures, which notched the biggest percentage gain in the oil futures complex. Gasoline moved above its 200-day moving average, boosted by the government's inventory report showing gasoline stocks fell last week, against expectations for a rise.

"Crude continues to show upside bias after the (second-quarter) sell-off, with the economy slowing seeming to be priced in and geopolitical worries and the gasoline draw down supportive," said Gene McGillian, analyst at Tradition Energy in Stamford, Connecticut.

The Fed does not expect the U.S. economy to lurch back into recession, Bernanke told the House Financial Services Committee in a second day of congressional testimony that helped assuage worries about slowing demand for oil in a sluggish economy.

"At this point we don't see a double dip recession. We see continued moderate growth," Bernanke told the panel.

Brent September crude pushed up $1.16 to settle at $105.16 a barrel, having reached $105.41, highest intraday price since May 30.

U.S. August crude rose 65 cents to settle at $89.87 a barrel, having reached $90.04, also the best intraday since May 30. The August contract expires on Friday.

Total crude trading volumes topped a half million lots for both Brent and U.S. crude, but turnover for both contracts lagged their 30-day averages.

The relative strength index (RSI) for Brent, U.S. crude, gasoline and heating oil futures is above 60. A closely watched technical signal, a reading above 70 indicates an overbought position. The RSI for Brent and U.S. crude spent most of June below 30, a signal of an oversold position.

The S&P 500 index touched its highest level since early May as corporate profits eased fears of collapsing earnings. <.N>

U.S. housing starts rose 6.9 percent in June, though new permits fell 3.7 percent, with the jump in groundbreaking on new homes adding to the more hopeful tone for crude oil prices, analysts and traders said.

SYRIA AND IRAN

Syria's defense minister and President Bashar al-Assad's brother-in-law and a top general were killed in suicide bomb attack carried out by a bodyguard on Wednesday, bringing the battle to the heart of Assad's government that has been dealing with a 16-month-old rebellion.

An explosion killed at least four Israeli tourists on a bus outside a Bulgarian airport and Israel blamed Iran, promising a strong response.

Highlighting tensions with Iran, U.S. Defense Secretary Leon Panetta said the United States will hold Tehran directly responsible for any attempt to disrupt shipping in the Gulf region and will be able to defeat any Iranian attempt to shut down seaborne commerce.

Oil has gained more than 17 percent since the low it touched last month, largely because of reinforced worries about potential conflict between Iran and some Western nations over Tehran's disputed nuclear program.

U.S. OIL INVENTORIES

U.S. crude oil inventories fell by 809,000 barrels in the week to July 13, the U.S. Energy Information Administration's weekly report showed, less than the expected drop of 1.2 million barrels. <EIA/S>

Gasoline inventories dropped by 1.82 million barrels, the EIA said, a surprise against a forecast for stocks to be up 1.2 million barrels.

"The report is somewhat supportive given the large drawdown in gasoline supplies given gasoline's position as the seasonal leader," said John Kilduff, partner at Again Capital LLC in New York.

"Refiners continue to operate at a high rate, so the demand for crude oil remains unabated. The small drawdown in crude oil likely came from some catch-up in deliveries from the recent storm activity."

Distillate stocks rose 2.62 million barrels, a larger rise than the 1.5 million barrels expected.

Although gasoline stocks fell, the deficit to the year-ago level is only 6.5 million barrels, while the build in distillate stocks left the deficit to year ago at 24.9 million barrels.
