Apps for iPad vs iPhone

Just bought a new iPad Mini (32gb, WiFi only) and love it. I am slowly trying to convert some of my apps to the iPad app version to take advantage of the bigger screen vs. iPhone apps. Noticed not too many of the apps I have are also available for iPad version yet. I would assume over time that will change, I hope. Some of the iPad version apps seem to be different in content, visual, etc. Such as TWC (the weather channel) app. On my iPhone, its much easier to navigate through 10-day, hourly, radar map, etc) but on the iPad version its totally different and harder to navigate those features.

One question though - since I have an iPhone5 and iPad Mini, when I sync my iPhone, will it automatically include the TWC iPad version in addition to my iPhone TWC version app? In other words, after synching, will I have 2 different TWC apps in my itunes library on my computer?

It is kind of nice that the non-iPad version apps I use on the iPad allow me to "2x" zoom but it does make it a bit grainy, but I guess thats better than viewing the app half screen on my iPad.
